The content script that notices a copy has to run on the page where the copy happens. Narrower permissions would silently miss whichever sites weren’t on the list — and you’d have no way of knowing which.
If you copy one, it is captured like any other text — it never leaves your machine, but it is in your history. Use Pause history when handling credentials, and delete individual items or clear everything at any time.
No. It lives in Chrome’s local storage on each machine separately. If you want it elsewhere, export to JSON and import it there.
